Bin Collections during hot weather – w/c July 18th
Leeds City Council have sent the Parish Council the following information about bin collection to share.
Bin collections across Leeds will start earlier than usual in the mornings whilst the weather-related red alert is in place.
This is to reduce the time spent by operatives in the hottest part of the day.
Bins should be put out the night before, or by 6am at the very latest on the morning a collection is due. Please note that we will not be returning to collect any bins put out after this time.

Telecoms Tower at the junction of Old Lane and Harrogate Road. Please make your views known.
The Parish Council wishes to draw your attention to an appeal against the rejection by Leeds City Council of an application to build a 15 metre high 5G mast and ancillary buildings at the junction of Old Lane and Harrogate Road. Local opinion is a significant factor, and we urge residents to make their views known.
Background
In January of this year Hutchinson Networks made a planning application to erect a 15 metre high 5G mast and ancillary buildings at the junction of Old Lane and Harrogate Road.
The details of the application including maps and plans can be found on the Leeds City Council planning portal, Planning Application number 21/10059/DTM.
The Parish Council is aware of the importance of mobile communications but decided to object because of the size of the mast (6 metres higher than the adjacent lamp standards) and the prominent position in the landscape at the top of Pool Bank which would introduce an incongruous feature in the Green Belt.
Leeds City Council refused the application because the proposed equipment would be “positioned in a very prominent and open location, surrounded by fields and ranging views which is also within the Green Belt. The grounds for rejection went on to say: “in this instance the proposal will also be detrimental to views from the surroundings and as such would also have a detrimental impact on the character and openness of the Green Belt……the proposal will appear a stark and incongruous addition to its surroundings and landscape…The Local Planning Authority considers that due to its siting and appearance the proposed base, cabinets, monopole mast and antennas by virtue of its height, width and solid design will appear overly dominant and out of scale with its surroundings and would therefore result in unacceptable harm to the visual amenity of the area.”
Hutchinson Networks have appealed against this rejection and the decision will be made by a Government Planning Inspector.

White/Yellow lining works – A660 22/23 June
Temporary Traffic Signals are required to be in place overnight on Wed and Thurs 22nd/23rd June 2022, on A660 Leeds Road Near the Poplars to carry out remedial works to the white and yellow lining, between 19.15hrs to 04.30hrs. Any noisy operations are to carried out before 23.00hrs.
White Rose Forest – message to landowners and residents from LCC
Below is a message from Leeds City Council to landowners and residents regarding the White Rose Forest which the Parish Council has been asked to share.
As you may be aware, Leeds City Council is a committed partner of the White Rose Forest, the community forest for North and West Yorkshire, which aims to significantly increase woodland cover across the region.
The council’s ambitious vision for Leeds’ own contribution to the White Rose Forest is to practically double the number of trees in the district by working with landowners, farmers and residents to plant and protect more trees and through leading by example by planting 50 hectares of woodland per year on public land.
To work towards delivering this ambition, we want to reach out to farmers and landowners in Leeds to encourage them to consider whether tree planting is right for their land. We want to let them know about the support and opportunities available via the White Rose Forest partnership to help with planning, funding and planting new woodland. We want to raise awareness of this offer and encourage more expressions of interest in this support.
We have produced the attached leaflet aimed at landowners and land managers which outlines the benefits of woodland planting and the support available through the White Rose Forest.
We are writing to ask you to share this email to any appropriate contacts you may have in your ward, and to help us work with parish and town councils to utilise their local knowledge in a coordinated way to identify potential sites for tree planting.

Playground Resurfacing Works – 4th July for 3 weeks
The condition of the safety surfacing at the playground on Breary Lane has deteriorated significantly during the past 6 months, therefore essential works to the surfacing will be taking place shortly.
The maintenance work will commence week commencing 4th July for approximately three weeks. The playground will be fully closed for the duration of the works.
The Parish Council apologises for any inconvenience that this may cause.

Bramhope History Walks 2022
The theme of this years walk, led by Cllr Diane Fox is Bramhope in the mid 20th century
Meet at the Puritan Chapel
on Sunday 26th June at 2pm or Tuesday 28th June at 7pm
The walk route will include Church Hill, The Cross, Eastgate and Breary Lane.
If wet weather the talk will take place in the Puritan Chapel.

Leeds Bradford Airport – Enforcement on Red Route roads
Leeds Bradford Airport has announced today new measures to ensure the safe use of the airport’s roads and car parks.
Effective from Friday 27 May 2022, drivers are warned not to stop, park or wait on new double red lined ‘red route’ roads on the airport’s estate. The measures are being implemented due to growing congestion caused by vehicles stopping and blocking lanes on the airports land, creating safety risks for other motorists and potentially causing costly delays for emergency vehicles responding to an incident at the airport. Fines of up to £100 will be levied for breaches of the new measures.
In line with parking policies at other airports across the UK, drivers will also face a fine of up to £100 if they tailgate other vehicles out of car parks to avoid payment, park over two bays, or in disabled bays without the appropriate authorisation.
These changes are being implemented to ensure the wellbeing of passengers, by reducing unsafe vehicle behaviour and limiting the risk of an accident. Drivers coming to LBA can to use the One Hour Free zone or the Pick Up and Drop Off area, people can also use the Flyer bus service which runs from Leeds, Bradford and Harrogate as an alternative.
Public signage detailing these changes will clearly mark the affected areas. Any fine paid within 14 days will be reduced to £60.
